The role of services in the immigrant integration process. Tools of inclusion or marginalization? Shock absorbers or reasons for conflict?

The objective of the research was to understand whether the process of integration of foreigners is made easier by the adoption of measures ‘dedicated’ to immigrants or, on the contrary, by their inclusion in the general services intended for the entire population. The research involved all Piedmont provincial capitals and focused on three main welfare sectors: school, rental support services, job placement support services. FIERI’s partners in the project were the Department of Social Sciences of the University of Turin, IRES Piedmont and CICSENE.

Although with the evolution of the migration phenomenon the option of welfare services aimed without distinction at the entire population has prevailed over that of services dedicated to immigrants, one must ask whether it is really the best solution. The volume attempts to answer this question through a comparative investigation that analyzes some services for work, housing and school placement in the provinces of Turin and Cuneo. We didn’t find an answer, but interesting empirical data. A wide range of endogenous and exogenous factors appears to determine the degree of orientation of services towards immigrants. The evaluation of the results in terms of integration would suggest orienting the immigrant population towards general services, while providing dedicated devices within them. However, even the simple presence of actions reserved for immigrants tends to generate grievances among the natives, raising the level of conflict. The question therefore remains as to what the optimal solution is. What is certain, however, is the difficulty of services in simultaneously maximizing the well-being of immigrants and nationals, the non-conflictual interaction between foreigners and natives, the effectiveness and efficiency with respect to the welfare system in which they are inserted.
