As part of the Horizon Europe project, ‘Global Strategy for Skills, Migration and Development’ (GS4S), the Luca d’Agliano Study Centre has developed an interactive dashboard section (GS4S – Overeducation), which is available on the Migration Observatory Dashboard. This section allows users to analyse the phenomenon of overeducation among immigrants in the European labour market.

This initiative forms part of Work Package 5, ‘Making the Most of Migrants’ Skills’, which is coordinated by the International and European Forum on Immigration Research (FIERI). The aim of this work package is to map the underutilisation of migrants’ skills in the EU and assess the potential of skills upgrading and retraining programmes to address labour shortages more effectively.

As part of Task 5.1, Angela Dalmonte, Tommaso Frattini and Sofia Giorgini produced a working paper entitled ‘The Overeducation of Immigrants in Europe’, available at the following link.

The main findings, now available on the dashboard, show that immigrants, particularly those from non-EU countries, are significantly more likely to be overeducated than natives.

The dashboard provides an intuitive interface for exploring these data, allowing users to view levels of overeducation among immigrants in various European countries, analyse how the phenomenon has evolved from 2012 to 2022, and explore specific data by country and population group. Data from the GS4S project enriches the Migration Observatory Dashboard, which also compiles the results of the Migration Observatory’s annual reports on the integration of immigrants in Europe. All the presented data is derived from microdata from various editions of the European Labour Force Survey (EULFS). This tool is a valuable resource for understanding the dynamics of immigrant integration into the European labour market.
